#13-03 Platinum Edge 一封来自房东中介的信:在新加坡租房子要小心
这是一封有房东的中介寄给住户中介的邮件。列了26点对刚刚搬走的住户的留下的问题,这26点可以简写为一句话“我不想退还住户的押金。”
这套公寓的租客是两个女生,白天上班,晚上在外面吃,很少回家做饭。每周有阿姨做彻底清洁,不养动物,生活习惯很规律。一年里房间一直维持的很好,却没有想到被邮件说到如此不堪。而邮件里没有提到的是,这个房东收纳每个月1300新币的租用家具的钱,但是很多家具都有问题。2台电视都不能看,租客交了1年的电视费用却不能看电视;阳台的门是坏的,晚上睡觉要锁房间门,以防从阳台进来人;主卧洗手间的门从来都关不上;而主卧的窗户漏水,一下雨就滴滴答答;厨房抽油烟机有问题,如果做饭会满屋子油烟(如果经常在家里做饭的人将对身体非常不好)。这些问题租客都向房东和房东的中介反映过,却没有得到处理。再说以下26条的真实性,当租客提出很多是在租客入住以前就有的问题,房东立刻承认不是租客的问题;而另外一些问题在租客临走的最后一天也没有检查到这些所谓的“状况”,需要回去再检查一下真实性。
现在且不说邮件中26点的真实性;且不说房东收了每个月1300多块租用家具的钱,一年共收了15600新币的家具钱可以买任何家具了;且不说后来的重新装修的报价单和押金的金额一样。单说在新加坡发生的这种房东把房客的押金扣到完的普遍性。通过中介租过房子的人多多少少都有过类似的经历。也询问了一些在其他国家和城市租过房子的朋友,他们没有发生过类似的状况。是他们的运气好,还是这种做法不是作为吸纳外国人的国际都市的普遍行为?
新加坡有5,183.7k的人口,其中持有新加坡身份的只有3,257.2k,532k为PR,剩下的1,926.5k为持有工作准证、学生准证和dependent’s pass. 非新加坡的外国人占总人口的37%,也就是说平均每3个人里面,就有一个是居住在新加坡的外国人。在这部分人里,除了部分学生可以住宿舍,部分工作人士由公司支付住宿费用以外,绝大部分人还是要自己租房子和房东、中介打交道。这部分人在新加坡的人口比例中占了相当大的一部分,也可想而知租房子的普遍性。在这么一个大市场里面,却没有什么相应的政策保护租户的权利。
既然大环境不能保护这一大部分群体,所以大家最需要自己保护好自己。这次的经验也想拿出来提醒大家几条在租房子时值得注意的:
1, 新租房子在和中介过交接清单的时候不要大意,在签字前一定要检查每个设备是否可以用,家具是否有损坏。如果电视,空调遥控器等等有损坏,要求中介在清单上写明该设施已损坏,或者让中介从清单上划去。
2, 入住后发现有任何问题立刻通知房东或者中介,不要打电话通知,要发短信或者写邮件通知,确保有文字记录。这些记录都可以成为以后的证据。
3, 搬出后最好把空房间拍一些照片,如果房子之后有新的问题出现,可以证明在搬走时没有这些问题。
4, 房东在搬走后要求租客赔偿,需要要房东列明内容和每项内容的金额。要求看装修商的报价单原件,并要求和装修商见面商谈。
5, 一定要求房东在动工前先给报价单,不要让房东先动工了,装修完了最后要钱。

Living & Dining Room
1) Fluorescent light - 1 blown & not replaced;
2) Dining ceiling light - 3 bulbs blown & not replaced, 1 of the black dangling glass rod is broken (photo 105315 & 123524);
3) Black glass table top cracked & not replaced (photo 112400);
4) TV - not tested as don't know how to operate it;
Bedroom 1
1) 1 hook behind the door & not removed (photo 114628);
2) Formica on the bay window chipped (photo 1340 & 1341);
3) 1 ceiling light tube blown & not replaced (photo 105329);
4) Scratches on parquet floor (photo 105432);
Common Bathroom
1) Shower hose leaking & not replaced;
2) 1 hook behind door & not removed (where the removal of this adhesive hook may damage the door) (photo 1344);
3) Bidet hose leaking & not replaced;
Master Bedroom
As we do not have any multi-plug, the DVD was not tested.
1) TV remote not working;
2) Wall paint damaged by adhesive hook on wall behind door where the tenant used it to hand picture & chipped edge of door (photo 120834);
3) 1 hook behind door & not removed (where the removal of this adhesive hook may damage the door)(photo 114642);
4) spoilt drawer lock (photo 112638);
Kitchen
1) Cooker hood not degreased (photos 104024, 104315, 104335);
2) 1 cabinet light blown;
3) Sink stopper spoilt & not replaced (photo 1361);
4) Area around the stove not cleaned (photo 104007);
5) Cupboard below sink not cleaned (photos 1365, 1366, 1367);
6) Dirty kitchen areas (photos 1363, 1364, 1370, 103832),
Items left in the apartment
1) 1 white chair at the balcony (photo 105054);
2) 2 brown boards by the shoe cabinet (photo 105044);
3) Vacuum cleaner (photo 105509);
4) Crockery in the kitchen (photo 1362, 1368, 1369);
5) other items (photo 104834, 105743, 105946);
All door frames show sign that something (probably a vacuum cleaner?) has hit against it & that the wood is peeling (photos 1338,1339, 1342, 1343, 1345, 1346, 1359, 1360. Please show proof of all air-conditioners servicing reports & not just the last one. Generally, the apartment has only been vacuum & not cleaned (photos 1347-1352, 1354, 1355-1356, 105110, 105232, 105412 (what's this black line below the shoe cabinet), 123625 (our dirty feet). Landlady is quite disappointed that there apt is not well taken care of (photo 1353).
As there the photos files are too large, I'l sending the rest of the photos on the next email. In the meantime, can please adv whether the tenant has made any rent payment for the period from 27/6/12 to 4/7/12? Pls also adv what's Tenant's intention with all these defects?
