不能说无级的棋力只有一点点，只能说你的眼界还不够开阔。听你的口气应是棋力有大成之辈，却只是从一个比赛的精彩程度和水平档次看待比赛本身，没有从象棋发展的角度看。如果所有比赛的主办方都为了追求比赛好看且水平高，限制无级参加的人数，无级如何得到锻炼与提高呢？象棋又如何得到发展呢？最后只能后继无人，沦为少数人的游戏。当然如果主办方有足够财力举办9台有级加3台无级的团体赛，无级得到锻炼的人数就不会缩减，也不会有那么多如你所说的没得下棋的“可悲有级”了，只是恐怕一些队伍反倒找不出9个有级，还得拿无级来顶替，你所在意的比赛水平恐怕也难能可观。事情总是难两全。就事论事，不是针对你，言辞激昂之处见谅。

How many teams can have 9个有级 and also they are free to join ?
By the way, since all 9 rounds need to be completed within 4 days, may be should allow 9个有级 and 9个无级 but each round to have maximum of 3个有级.

Last but not least, one alternative for 团体赛 is to have Division A, Division B etc for different levels of players, i.e. same as 全国个人赛, but due to not enough 有级 players, SIXGA may have this year 全国个人赛 in one combined division, as in 2005 and 2006.
