Application For Permanent Residence
Non-Singaporeans can become Singapore Permanent Residents (SPRs) by obtaining an Entry Permit. An application for an Entry Permit is an application for Singapore Permanent Residence.
The following categories of foreigners are eligible to submit applications:
* Spouse and unmarried children (below 21 years old) of a Singapore Citizen (SC)/Permanent Resident (SPR);
* Aged parents of a Singapore Citizen;
* P, Q or S work pass holders;
* Investors/Entrepreneurs;
* Hong Kong residents who satisfy certain guidelines can apply for permanent residence by submitting applications through SMC Management Consultants Pte Ltd in Singapore.
Procedure
Submit your completed application form together with all the required documents personally to:

Documents Required
A) Spouse/Child of a SC/SPR
* 1 set of completed Form 4 obtainable at the Permanent Resident Services Centre. You may also download the form. Applicant is required to complete Part A to Part E and Part G and local sponsor to complete Part F and Part H of the application form (Form 4);
* You will have to download the Accompanying Notes to Form 4. This will list the supporting documents that will have to be submitted together with your application.
* You will require Adobe Acrobat Reader to read and print the form. Download may take a while.
B) Aged Parent of a SC
* 1 set of completed Form 4 (an original) obtainable at the Permanent Resident Services Centre. You may also download the form.
* You will also have to download the Accompanying Notes to Form 4. This will list the supporting documents that will have to be submitted together with your application.
You will require Adobe Acrobat Reader to read and print the form. Download may take a while.
C) P, Q or S Work Pass Holder
* If you are applying under the Professionals/Technical Personnel and Skilled Workers Scheme, you will need to submit 2 sets of completed Form 4A (one original and one photocopy). You may obtain the form at the Permanent Resident Services Centre or download a copy.
* You will also have to download the Accompanying Notes to Form 4A. This will list the supporting documents that will have to be submitted together with your application.
You will require Adobe Acrobat Reader to read and print the form. Download may take a while.
D) Investor/Entrepreneur
Global Investor Programme
Foreign investors with substantial capital and good entrepreneurial track records may apply for permanent residence under the Global Investor Progamme. For more details, please contact:

Financial Investor Scheme
Foreigners who have Net Personal Assets of at least SGD 20 million and who place at least SGD 5 million of financial assets with a financial institution regulated by the Monetary Authority of Singapore may apply for permanent residence under the Financial Investor Scheme. Fees
The fee for an Entry Permit is S$100 and the fee for a Re-Entry Permit is S$10 per year. For foreigners requiring a visa, the visa fee is S$20 per issue.

Processing Time
The processing time for an application is 3 months. Applicants will be informed of the outcome by mail. Applicant should notify us if there are any changes in his/her address.
National Service Liability
Under the Enlistment Act, all male Singapore Citizens and Permanent Residents are liable for National Service (NS) upon reaching 16 years old. They are required to serve 2 years of full-time National Service (NSF), followed by 40 days of Operationally Ready National Service (NS) per year till the age of 50 years (for officers) or 40 years (for other ranks).
Main applicants who are granted SPR status under the first generation Professionals/Technical Personnel and Skilled Workers (PTS) Scheme or the Investor Scheme are exempted from NS. Male children who are granted SPR status under their parents' application are liable for NS upon reaching 16 years old.
Male ex-Singapore Citizens and ex-Singapore Permanent Residents who are granted SPR status are liable to be called up for NS regardless of the type of SPR status they are granted. For further enquires, please write to:

The grant of permanent residence does not exempt an individual from registration with the relevant professional bodies or any other conditions as required under the respective professions.

1.Am I required to apply for a Singapore Blue Identity Card (SBIC) if I am a Singapore Permanent Resident (SPR)?
Yes. All SPRs aged 15 and above are required to apply for a SBIC within 30 days after becoming a SPR. Children below 15 years of age are not required to apply for SBICs.
2.My application for SPR has been approved. Where can I go for my medical examination?
The Clinical Eexamination may be done in Singapore by any registered General Practitioner (GP) and the HIV test performed by the GP MUST be sent to any of the HIV clinical laboratories approved by MOH. GPs may refer to MOH's website at http://www.moh.gov.sg/corp/est/clinicallabs/hiv.do for the list of approved HIV clinical laboratories. Applicants who are in their home countries/places of residence may have their Clinical Examination and HIV test done in their home countries/places of residence at any medical clinic licensed to carry out such tests.
3.I am a SPR. Do I need to apply for a work pass to work in Singapore?
As a SPR, you are not required to apply for any working pass in order to work here. However, it does not exempt you from having to apply for registration or any other conditions stipulated by the respective professional bodies.
4.I am a SPR but am currently not working in Singapore. Can I apply for SPR for my dependants?
You may submit an application for our consideration on a case-by-case basis.
5.I am a Singapore Citizen (SC). Can I sponsor my husband for SPR?
You may submit an application for our consideration. Each application is considered on its own merits.
6.How long does it take before I know the result of my SPR application?
The processing time is generally 3 months.
7.How do I apply for SPR if I am overseas?
You may download the appropriate PR application form from our website and submit the completed application form together with all the required documents to Immigration & Checkpoints Authority through any Singapore overseas mission.
8.Must I remain in Singapore while the application is still in process?
No, you are free to travel while the application is being processed.
9.What if I do not/cannot produce the required supporting documents, e.g. Income Tax Notice of Assessment, Central Provident Fund Contributions?
You have to provide a written explanation on why you are unable to produce the documents.
10.My SPR has been approved. How long does it take for me to collect the Entry Permit/Re-Entry Permit?
Normally you may collect the document(s) within a day. However, if you come near the closing time, you may collect the document(s) the next working day.
11.My SPR has been approved and I am given 2 months to complete the formalities. If I cannot complete the formalities within the 2-month period, can I request for an extension?
If you cannot complete the formalities within the validity period, you have to write in to Immigration & Checkpoints Authority in advance giving the reasons. Your request will be considered accordingly.
12.Can I authorise someone to collect the Entry Permit/Re-Entry Permit on my behalf?
Main applicants who are granted SPR under the Professionals/Technical Personnel and Skilled Workers or Entrepreneur Schemes are required to collect the Entry Permit/Re-Entry Permit in person.
13.Must my wife and children come in person to collect the Entry Permit/Re-Entry Permit?
No, they do not need to come in person if their sponsor is collecting the Entry Permit/Re-Entry Permit on their behalf. Otherwise, a letter of authorisation stating the person's name and IC number is required. However, the wife and children (15 years old and above) need to come personally to register for the Blue Identity Card.
14.If my wife/children do not have a passport, can I still apply SPR for them?
A travel document is a prerequisite for SPR application.
15.What if I cannot produce my original passport, can I produce a photocopy?
A certified true copy of your passport showing the personal particulars and expiry date is acceptable for the purpose of processing your SPR application.
16.Can I sponsor my children who are above 21 years old for SPR?
No. They will have to apply on their own merits.
17.Can a SC/SPR submit a SPR application for his spouse without producing the marriage certificate at the time of application?
No. The marriage certificate is a prerequisite to prove the marital relationship in his spouse's SPR application.
18.Can I give up my SPR status and then reapply to become a SPR again in the future?
Yes, but the re-application will be considered on its own merits under the prevailing conditions at that time. You will also need to reinstate whatever CPF contributions (with interest) that you have withdrawn.
19.Are parents of SPRs eligible to apply for SPR?
They can apply on their own merits if they are employed in Singapore. Otherwise, their applications have to be sponsored by their child who must be an SC. SPRs cannot sponsor their parents for SPR.
20.Do I need an employer's sponsorship to apply for SPR?
No, it is not a prerequisite.
21.I am a SPR but my husband is an employment pass holder. If my child is born outside Singapore, what is his/her residential status?
Your child will not be a SPR by birth.
22.How can I apply for SPR for my spouse who is outside Singapore?
You can apply at the nearest Singapore overseas mission.
23.Can a SPR be a self-employed person?
Yes, the SPR can be self-employed.
24.Can I apply for SPR immediately after working here?
You can submit an application for consideration as long as you have been issued with a P, Q or S Work Pass.
25.Are there any re-dress if my application for SPR is rejected?
You can put in an appeal. In your appeal, you should furnish additional reasons/achievements or strong grounds for our re-consideration.
26.I have changed employment after submitting my SPR application/receiving my SPR approval. Will it affect the status of my SPR application?
Your application/approval will be treated as withdrawn/cancelled. You may submit a fresh application under the new employer.
27.I am above 50 years old. Am I still eligible to apply for SPR?
You may submit an application for our consideration. Each application is considered on its own merits.
28.My SPR application has been approved. However, my employer refuses to sign the EP152. What should I do?
The purpose of the EP152 is for the applicants to confirm that they are still working in the same company as declared in their SPR application forms. If the employer refuses to sign the EP152, ICA is prepared to accept other forms of documentary evidence (e.g. a valid work pass, last 6 months’ payslips, etc) of applicant’s employment status.
29.Can I apply for SPR for my parent(s) without a birth certificate?
In the absence of a birth certificate, you have to produce other documentary evidence to prove the relationship between you and your parent(s).
30.At the time of SPR application, must my parent(s) be present for the interview?
No.
31.Am I required to produce the marriage certificate, educational papers, birth certificates, etc of my siblings?
You have to produce as many of these documents as possible at the time of submission.
32.My father/mother has passed away but has no death certificate. What must I do?
33.You may produce other documentary proof (e.g. tombstone photograph, etc) for our consideration.
34.If my parent(s) is/are not staying with me, can I still sponsor them for SPR?
Yes. As long as you are a SC, you may submit an application for our consideration.
35.Can a divorcee sponsor his second foreign wife for SPR?
Yes. But the sponsor needs to produce the divorce certificate to prove the dissolution of his first marriage
36.Can a Hong Kong citizen, granted SPR under the Hong Kong Approval-In-Principle (HK AIP) Scheme, apply for SPR for the wife?
Yes.
37.For a wife granted Approval-In-Principle status, can she move to Singapore first?
If she is granted Approval-In-Principle as a dependant, she can only be granted SPR status if her sponsor, i.e. the main applicant completes his PR formalities in Singapore.
38.How long should she stay before becoming a Singapore Citizen?
Applicants granted SPR under the HK AIP Scheme are eligible to apply for Singapore Citizenship after 2 years of permanent residence in Singapore.
39.Where can a People’s Republic of China wife who has been granted AIP status apply for visa to enter Singapore?
As an AIP holder, she can apply for a visa at our mission in China to visit Singapore. She will only be permitted to stay in Singapore as a social visitor.
Global Investor Programme
1.Who can apply under this scheme?
For entrepreneurs and investors interested to sink roots deeper in Singapore and are committed to investing or settling up a business of at least S$1 million, they may apply for the permanent residence in Singapore for themselves and immediate family. They can choose to either:
1) Invest at least S$1 million in a new business set-up or in the expansion of an existing business entity in Singapore; or
2) Invest at least S$1.5 million in a business set-up with the added flexibility to invest into other investment vehicles such as venture-capital funds, foundations and trusts that focus on economic development.

2.Who can I sponsor for SPR?

"菜根"的经验：
我带了以下东西：ica给你发的那封信，包括那封上面有你名字的计算机打出来的信。那两个form填好之后最好都复印两份，他会要复印件。（如果没有复印好，他会当场让你去复印，就在ica就有）。
还有你公司给你的offer letter, 最好复印两份。
护照（复印两份那个有照片的地方） + 学生证（正反两面都要复印 2份）
成绩单，现在成绩出来了，去RO打印就行了。（复印2份）
上面所有的复印件其实都可以在ica复印，就是到时候你就办的忙一些，不过他们会停下来等你拿文件复印好。
我个人没有用到其它的文件。但是上面我所列的文件绝对是一个也不能少的。
travel document 是指护照吧。
identity card 是指 student pass 吧
Birth Certificates 当时他们也和我要了，但是我说我从中国来的，没有出生证明，他们也没说什么。
然后交了所有的文件和复印件，他会让你等，20分钟左右，他们会在你护照上面盖上一个 temp 的 EP ,三个月，这样你就可以工作了。然后等PR下来。[燕归来 (9-3 1:05, Long long ago)]

这个说法不一，官方的说法是3个月，不过具体来说是case by case的，有人少过4个礼拜拿到，有人40几天，也有人9个星期
"JYH"的看法：case by case，如果你有不错的学位，从比较牛的学校毕业，或者在知名大公司供职，officer大概不用看第二眼就批准了。当然经济景气程度也有影响，我申请的时候整体经济和就业很差，大批外国人出走，申请起来就相对容易。 [燕归来 (9-3 1:05, Long long ago)]

据我所知，正规的出生证明是医院办理的，但是国内很多地方都可以办类似的文件，比如可以去公安局、派出所或者去你家里所在地的市、区或县的公证处办理。只要带上户口簿，办一个英文的出生公证就可以，包括你的出生地，出生日期，以及父母姓名。

5，出生公证 （if you do not have birth certificate, and that's the usual case) or birth certificate
6, 结婚证 ( if applies: couple apply PR at the same time)

其他一些重要的注意事项ICA Operating Hours
Weekdays 8.00 am to 5.00 pm
Saturdays 8.00 am to 1.00 pm
注意：PR批准之前必须留在同一个公司，如果换公司的话需要重新申请，这个在说明上是白纸黑字写明白的。在PR申请批准之后，还需要employer签一份文件证明你还在原来的公司工作，这样才能拿到PR.
大猩猩的重要补充：
1）父母和兄弟姐妹的CV，最好交一个。免得补交。
大概的内容，包括年龄，住址，联系方式。
还有就是简要的工作经历，（所在单位名称.)
这个CV是自己用word做一个就可以了。
不必要公证，当然要英文的。
2）体检，如果你现在持EP，则不需要体检。
但是，你可能需要到MOM拿一个证明。
（原因：MOM有时候没有及时把你申请EP的纪录传给ICA.）
如果，你是直接申请PR，则必须体检。
3）排队：
如果你要上班，又不想拿假期去办理。
最好早上起床早一些。
如果你能7:10之前到达，一般能排到前面几个。
你总共要去3次，
第一次，交表。很快，一般10分钟。
（可能补交文件）
第二次，接受offer,去ICA按指纹，这个时间比较长。
可能要7点到，9点半才可以走。
第三次，取IC,很快，10分钟。
另外，要提醒的是，“第二次”回来以后，要立即通知公司HR,
为你交CPF;要是不及时，据说要罚款。当然一两天没问题。
Reminder from "SOS":
For those PR applicants, if you are required to submitted extra documents, pls keep one copy of the document and the receipt (Queue number).
请问现在的5年蓝色PR IC，什么时候能换成10年粉色？
"梅花宝剑"的回答：蓝色IC和粉色IC都是永久的，不需要更新。如果你是SPR，那么要更新的是你的RE-ENTRY PERMIT，因为只有这个PERMIT是有期限的。换句话说，如果没有更新你的RE-ENTRY PERMIT(俗称的PR STATUS)，那么你并不会失去你的永久居民的身份，因为新加坡永久居民的身份是永久的而非5年，你失去的只是不可以自由进出新加坡了(如果你选择一直呆在新加坡国内或者一直呆在新加坡国外，那么你完全可以不用更新任何东西)
粉色IC是新加坡公民才可以持有的，如果你的PR已经有2-6年的历史，那么你可以亲自去ICA的六楼填写有关表格，并在递交表格的同时，得到官员的现场评估。如果现场评估通过，那么你会被要求递交有关文件和材料，并宣誓文件的真实性。然后，你必须等待2到6个月，等待最终评估结果。如果你通过了最后的阶段，那么会收到书面批准信件，并会被要求在指定时间内去你的原国之大使馆取消旧的护照和国籍，并从原大使馆取得有关国籍取消的文件。然后，你会在另一个指定的时间到ICA六楼领取新护照并宣誓。但你的粉色IC和公民证明文件将会在以后的数个月内的有关仪式上，由部长或者议员亲自颁发给你。在此期间，你会得到一份临时的文件即临时IC。

Certificate of Identitywhat's Certificate of Identity?
In the PR approval letter, there's a green form for application for certificate of identity. may i know what it is? is it necessary to apply together with PR?

就是一本绿色的护照(燕归来注：有些人提到的是“蓝色的护照”，讲的应该是同样的东西)，是除了你的re-entry pass之外证明你的新加坡PR身份的，进新加坡的时候稍微方便一点，因为不用浪费你宝贵中国护照上面的纸张，因为他们要在上面卡入境戳，不过进中国的时候如果用，就得再申请中国签证了。呵呵，所以如果回国带两个护照，丢了以后的后果就更大了。说到底可有可无用不大，25块一年不太值得，而且你该申请什么签证还是什么签证，而且难度也不会有所调整，因为到时候还是得用你的中国护照的，不过如果经常出国的话就申请吧，中国护照太薄，如果经常跑来跑去一会儿就盖满章了。而且你申请其他签证的时候需要把护照交上去一段时间，如果这段时间要出国的话就不受影响了。

那本CI并不是护照，它后面的说明里说得很清楚，CI并不代表你的国籍，它只有进出新加坡才有用，因为上面有你的entry and re-entry permit。去其他国家的时候，移民局官员还是会要求出示你的护照的。如果回中国，因为新加坡的CI并不证明你的中国国籍，所以边防检查站是不会让你进关的。[燕归来 (10-5 9:36, Long long ago)]

re-entry permit拿到PR的approval，那个20刀的visa有什么用，需要/必需吗？

REP(燕归来注：Re-Entry Permit)是一定要的，不过有两种，一个是直接在你的护照上面盖印，这样好像是５０？另外一种是单独拿一个本（visa），这个本要２０。一般的都是选直接在护照上面盖印就好

yes, this Re-Entry Pass allows you to multiful entry singapore
pr is a status, you can stay here as long as 5-10 years accoridng to your pr term, but after you go to overseas during your pr period, you still need a legal document showing that you are allowed to re-entry this country.
that's the purpose of issuing this pass
u can choose to pay less and get a piece of paper or you can pay more to get a 本本， which is easier to carry.
and ica will chop on your passport to grant you the rights of multiful entry singapore.
so, in order to get taht chop on your passport, you've got to pay...
请问PR的RENEW最早可以什么时候进行? 可以提前一年半吗?

RENEW的是跟PR有关联的RE-ENTRY PERMIT，RENEW本身的时间大概是30分钟，你不需要提前一年多就RENEW你的REP，如果你担心到时候可能不在新加坡，你可以在新加坡的驻外公署申请REP，最晚不能超过你的REP过期前的两个月。
如果换新护照，re-entry permit怎么处理？

re-entry permit转去新护照是免费的，只要拿着新旧护照去移民局5楼（记不得了，反正是办PR的那层），不必排队取号，那里有个专柜专门做这个的，记得专柜旁边有块绿色的牌。
直接把两本护照放到专柜那儿就行了，会有人来拿的，几分钟就办完了。
当然，如果是更新PR的话，就要收费了，50或100，看你打算延多少年。

2. A statement from the CPF Board showing the CPF Contribution History for the last 12 months;
3. Income Tax Notices of Assessment for the last 3 years.

PR体检PR批下来了,要求体检。我一个月以前拿到公司offer的时候已经体检过了,这次还需要么??如果不需要,我是不是要把上次体检结果的原件交给ICA? (可是上次的体检结果应该是直接给公司了吧)

normally, your company should have one copy and you should keep one copy. they knew ICA will ask for medical report. and they should tell you where your medical report is. anyway, ask your HR and ask about this matter and confirm if your medical report is from an authorized clinic or hospital. if you are still not clear, better call ICA. that is much clearer, direct and accurate than ask here.
PR体检检查什麽？可以去哪边体检？

SATA is the ICA authorized agency. I think the nearest one is at Jurong East MRT station. S$30 total. 3 working days. The other hospitals just like (NUH, General Hosipital) also can. But HIV and X-ray may at different building, also maybe need 1 week. Fees are all around S$30+.
建议去SATA，他们是专门做government medical service的，效率很高，2天半或者3天拿结果，全部只要30元，很快很便宜
就在jurong east NTUC附近，出了MRT 就能看到一个白色的SATA条幅在Jurong Center的旁边。
