from my experience, it is based on the first appointment date.So the oct transaction list shows price for all first appointment done in Oct. And usually the OTP is done 6-8 weeks before the first appointment.

if just like u said, OTP is 6~8weeks in advance, then what is the real price of the transaction of Oct seen from HDB website on 1st Nov?
I think HDB only record down the price after first appointment, rather than during OTP.there is another some time delay between OTP and first appointment.
I do not think this price is Oct price, should be at least 1.5 to 2 months ago, based on your experience?
