basically, you just need to pay $189+ annual fee, then can visit island-wide private dentists as many time as you like. you don't need to pay most of the surgery, consultation fees. personally, I think it is a quite good deal if you can spend more than $182 per year, which is most cases if you really get dental problem. but it is effective from 1 Sep, so the deadline for registration is 20th Aug.
