不知道你说的是国大的library还是community library……国大的除了RBR之外都可以。

可以，具体情况见内NUS library: can only borrow from the library where the book is located, but can return it at any library(NUS library).

national library: you can request delivery to any library you specified with a cost of 50 cents or 1 dollar
you can return it at any national library
