No. IE reports that stupid error message wheneverthere is ANYTHING wrong going on that stops you from listing the folder's content from the FTP site. There are many more things that go wrong besides your IP being blocked. My recommendation: never use IE for FTPing. IE is NOT smart enough to handle that intelligently and efficiently.
