豪利控股主席兼总裁陈积光独具慧眼，胆识过人，在2017年房地产市场触底时以低价狂购土地，并准备在两三年内捷足先登赚它一笔。
但没料到政府在房地产市场刚刚升温时，先发制人推出降温措施。这导致房地产销售放缓，影响集团的资本循环计划。市场对豪利偿债能力的忧虑，对它的股价也构成压力。
截至去年底，豪利的债务达38.6亿元。它的净负债率（净债务与股本比率）达2.55，比一般发展商的平均债务率0.6至0.7来得高。今明两年，豪利到期的债务总额近16亿元，而2021年则是约11亿元。
尽管如此，陈积光表示，他有信心将公司的净负债率逐渐降至1。豪利在2月份的汇报中指出，它在新加坡推出的3800个私宅单位中，已卖出1800个，总销售额达19亿元，而海外房地产的销售额则接近15亿元。此外，它在新加坡及海外将推出的房地产发展项目总额分别是29亿元以及46亿元。
