If you have no choice to be in china payroll, then I do not think you can be treated as "foreign nationals". But there might be some tax rebate for you, if you are treated as "relocated overseas employees".
BTW, forget about the so-called "low-cost apartment" in china. It is almost not possible for us to get it.
Finally, it is not easy to "DO SOMETHING" in China, if you do not have some good relationships over there. You better set your target well, before you made any decision. $$ wise it is good though.
