China Embassy at Tanglin Road. one application form, two newly taken passport size photo（光面的）and submit together with your old passport. You need to hand in your application in the morning from 9-12, and the collection time is in the after noon 2-4. Prepare 95 S$ cash on the day of collection. It takes about 7 to 10 working days if I remember correctly.
