Usually, in any competition, we do not move the pole when the people are running..... one example is 2006 Singapore Open, two vacant positions were not filled up by moving up Positions 21 and 22. (for that year, up to first 20 could be promoted.)
If this is a replacement issue, then the pairing is not affected...
The 9th player is not part of the TOP8 but is to REPLACE the walkover player. This player can only be promoted only if s/he hold TOP3 ranking, 4th-8th not counted except prize money. This is not an easy task for this player. If we change the pairing then it goes against the TOP8 qualifying rules.
