I just bought one today for my mother.Sure can buy one for tourists/foreigners. It's just that pre-paid card now all requires registration after 911. You'd bring your IC/passport if you want to buy one loh. Procedure very simple, can be done w/i 10min at any phone shop.(no need to go to service center)
