When I use NUS account login. I can't open doc file.But if I use local administrator account to login. There is no problem. Is the MS word of NUS network version? I am confused.

What does that mean? What kind of Word document are you opening? How about just starting a new document? Your system? Your MS Word version? Please! Don't expect us to "guess" what you have in your system and what you have done that could have change your configurations.
