Adobe Premiere
Most of the video capturing software supports capturing of single frame when raw video is imported from VCR to disk. However, if you need to extract images from an video file such as .avi, .mpg on the disk. Adobe premiere has built-in functionalities satisfying your need.

1. import the file into premiere workspace.
2. go to File -> export timeline to export the specific frame into a image format file.

VirtualDub will do. Small, free, and sweet.
