我从一个旁人的角度去分析：
1) 新加坡因为全民服役，所以每个男性都需要经历国民服役，没有选择的余地。而军队因为接近武器，主要依靠身体素质以及多在野外训练的缘故，并其他行业和工作来说，发生意外和死伤的几率自然相对更高。如果作为其他募兵制的国家，比如美国，参军的人会对面对的危险有大致的了解，选择军人也说明了他们对高风险的接受或者无感。只是新加坡国国人没有选择，才会对这种意外特别敏感。
2）新加坡的军队体制在世界范围内比较起来应该算很专业和人性化，当然不代表没有改进的必要或者没有潜在的制度缺陷。所以如果不在牺牲军队素质和战斗力培养的情况下，能够提供给所有NS零伤亡的训练环境，那将是最好的结果。但是如果过于保护士兵，而导致士兵作战素质下降，那将是对战斗力的重大打击。类似的请参考台湾国军这几年消减训练强度被岛内怼软趴趴。所以说怎么做好安全和强度的平衡是每个实行征兵制国家的都要面对的问题。
3）细看新加坡这一年来的NS事故，调查结果是否都是指向军方的疏忽，制度的问题还是说其他不可控的因素。我列出几个channelasia的例子供看管参考：

09 Oct 2018: A Singapore Armed Forces (SAF) regular serviceman has died after he was hit by a falling tree branch in Brunei on Tuesday (Oct 9).
13 May 2018: Singapore Civil Defence Force (SCDF) NSF Kok Yuen Chin was found dead at the bottom of a pump well at Tuas View Fire Station after a ragging incident that went wrong in May.
30 Apr 2018: A 19-year-old full-time national serviceman (NSF) died on Monday (Apr 30), nearly two weeks after "displaying signs of heat injury" in Bedok Camp.

所以就整理今年的死亡事故来看，三起疑似自杀，一起被树砸了，一起军中文化走火，一起中暑加疏忽职守，加上这次的车辆事故。
我想说的就是MINDEF是否可以做到通过改进训练体制和增加安全措施来真正避免所有这些事故也是个疑问。毕竟制度可以做的很完美，但有没有效就要看每个人能不能做到完全的遵守制度。我无意给mindef开脱，只是说出了事故，在原因没有查明白之前，就对制度本体开炮是个很情绪化的举动。如果是因为体制的缺陷而部长没办法解决的话，那就应该部长下课，但是因为不可抗的因素，或者天灾或者人祸，那愿逝者安息为国捐躯。
