请教一下，实际上有8-10%是怎么算出来的？
另外在各个银行网站上看到车贷除了interest rate外还有一个effective interest rate，不知道什么意思。 比如：
Period of Financing Customer Interest Rate Effective Interest Rate (p.a.)
1 year 3.25% 7.043%
2 years 3.25% 6.666%
