不是PR，可以担保么？

不是PR不可以担保，理论上也许可以找中国大使馆做LOITo apply for an entry visa, the applicant should complete Form 14 as well as furnish a copy of Form V39A
[Letter of Introduction (LOI)], issued by a local contact in Singapore, where applicable. Any Singapore Citizen or Singapore Permanent Resident can act as a local contact. For visa applicants intending to attend business negotiations or discussions in Singapore, the local contact must be a Singapore registered corporation. If you are not able to furnish a LOI from a local contact, you may approach your Embassy or Ministry of Foreign Affairs to issue a LOI to support your visa application.

C) For 2-week Collective Gratis Visa – PRC Group Tours

(To be submitted by a local designated licensed travel agent for PRC tourists. A group tour application will be defined as one consisting of at least 3 persons per group (excluding the tour leader). They must enter and depart from Singapore as a group.)

1 copy (original) of duly completed and signed Form 14 per applicant;
An endorsement letter/letter of support by a designated licensed Chinese travel agency;
A tour contract including terms and modes of payment and itinerary for land arrangements in Singapore;
A letter of application from the travel agent giving details of the date and mode of arrival and departure (flight no/vessel name or checkpoint if travel by road), undertake the maintenance and repatriation of all PRC visitors in the group, no extension of stay will be sought by any visitor in the group and all visitors must arrive and depart together; and
4 copies of name list (with company letterhead) giving details of all the visitors i.e. name (in alphabetical order), sex, date of birth, passport number, province, occupation; travel agent needs to indicate clearly the name of the tour leader in the name-list submitted to ICA.
