try angel restaurant.the one inside faculty club but open to public as well.
Another idea is just go to any nearby coffeeshop. There are always stalls that you can order freshly cooked dishes. 120 singapore dollars could order a quite nice dinner, usually 8-12 dollars per dish exclude fish.
