我觉得你还是直接打电话问office of admission好毕竟是他们负责的，以他们的说法为准
如果按照他们给的资料的话，是提前一个月交表格就可以了
但是过年可能航班比较忙，还是找负责的人确认一下为好

My friend went there and asked for me. They told that we just buy the ticket ourselves and claim it within 3 months. No need to submit the form before we buy the ticket. AND, for my case, going to Beijing, can only book ticket of Air China.
NOTE: for NUS, another friend called and told NUS graduates need to quote the price. Details not sure.
