仔细看看OTP，上面写的话是这样的：

This Option and the Acceptance signed by the Buyer will form a binding contract for the sale and purchase of the Flat. The Deposit will form part of the Purchase Price to secure the performance of the terms and conditions in this Option and completion of the sale and purchase.

只有行权之后双方才有合同关系。而在十四天的行权期内，卖家只有一条限制，就是不可以跟别人签OTP：

After the seller grants an Option to Purchase to a buyer, he cannot sell his flat or make an offer to other buyers during the Option Period.

并未规定卖家必须接受行权。

走法律程序也没有用，因为没有行权之前，双方没有合同关系，卖家可以说是因为你的原因让购买权过期的（比如没有按时把文件交到他手上，银行贷款的信件他需要时间确认等等）。而且，最重要的一点是：碰到没有诚意的卖家，即使行权了他也有一百零一中办法来阴你让你多花钱，比如不去first appointment，把房子哪里弄得不合规定，甚至整个人消失了。行权之后你走法律程序的确是必然胜诉，不过要好几年，而且中间你不能再买别的HDB（本版之前有人说过这样的例子。）冒这样的风险真的不划算。
