are very close to this target. however, this timei s different, the actual rates dropped much lower than target rates: last 2 weeks, the Fed Fund Rate was about 0.1%, which is much lower than the 1%.
so, FED in fact should set 0% if it listens or not wanna hurt market. but 0% is really too historical, i guess there may be side effect for it....so FED set a range, instead of a fixed number.
