regarding your Birth Cert , you can ask for a notarization of it, it is easy to do, (of course you will have to pay) The notarization is in both English and Chinese (if you are not so sure, you can require them, or tell them where you need to use the notarization, and they will know) so you have official translation very easily.
Am not sure if you can do without it, all pr friends I know had shown the notification to ICA. so suggest you call ICA and check with them if it is possible not to have it with you. remember, no matter how other's experiences are, it might not happen unto you. So, the most correct way is to check with the authority.
However, if you do not have notarization, i guess it may take you some time, according to what I know, this kind of notarization has to be done in where you were born. ( correct me if I am wrong). So better hurry up.
