ICA上确实说 “Visitors who are Holders of Foreign-Issued Educational Certificate Seeking Employment in Singapore”的那种1年准证这个现在被停止了。这个就是所谓凭借 Employment Pass Eligibility Certificate (EPEC) scheme来申请LTVP的，应该就是你的亲戚的那个。

但是他们也说，“Visitors who are Students of Institute of Higher Learning Seeking Employment in Singapore”这种人还是可以申请1年的LTVP的：http://www.ica.gov.sg/services_centre_overview.aspx?pageid=396&secid=171

Eligibility for Online Applications

Visitors who are Holders of locally-issued educational certificate issued by the following schools may submit his/her application for a one-year (non-renewable) Visit Pass via our electronic-Service, e-VP.

Local Universities
National University of Singapore
Nanyang Technological University
Singapore Management University
SIM University (UniSIM)

我不知道这个是否适合我。我也是NUS毕业，但是5年多了！现在也不在新加坡（申请者好像必须在新加坡，当然我可以专门去）。他们网站上也没有明确说我这种就不可以，所以我写信去问了。

这里有很多回复让我觉得还有点希望，觉得有点鼓舞。觉得要继续努力。
