a kind of scholarship, we call it SM1, coz it is similar to SM2 and SM3, but
sm1 do not have the responsibility here before they enter the university, and when they are not in U, they will have monthly allowance 220/month (?), after then enter U , actually they are applying 80% coverage tuition grant. which is not enough, according to some of my friends in sm1
they can go freely to any other U in other countries without any bond with MOE.
just what i know , hope they are not out of date.
