If you just want that particular character, just open Start Menu > Programs > Accessories > System Tools > Character Map
Then choose Unicode fonts (such as "Arial Unicode") or any standard fonts in the system. Look for the character that you want and copy & paste.
Note: This method is assuming that you are not really typing in German (or any other language). If you do need to type in German, use the method provided by 上帝.
