一个建筑的高度和plot ratio有关的。
plot ratio 2.8，建筑最高高度36层。
超过2.8，就可以超过36层。

除非另有高度限制。但其实我觉得大部分不是很特殊的地，不会有高度限制。plot ratio本身就已经限制高度了。
